I'm not sure exactly what you're asking, but:
To format your hard drive, you will need to boot from a device other than the hard drive you are going to format (usually a cd or a floppy). Your best bet would be a bootable cd or floppy running the same OS (operating system) you are, or rather were, using on your hard drive.
Under windows, you can create a "start up disk" (start-->ctrl panel-->add/remove apps-->startup disk) and then boot from it. Then issue the command:
FORMAT C:
At the A:\> prompt.
