I have a poulan riding mower that will not start. I have put in a new air filter, spark plug and battery. There is a cable that is on the side, not sure what that goes too. Is it to the fuel line is so how do I fix it, if not why won't it start.

Be specific. Why the new battery? Did it not crank? Does it crank now and not start or does it still not crank?
If it turns over (cranks) and won't start make sure you have FRESH fuel! Please respond with the symptoms and what prompted you to do the things you have done (other than desperation).

The air filter and spark plug really needed changed. The old battery would not crank at all so I put on a new one. The engine tries to start, just won't crank completely. The fuel is low, I didn't want to fill completely then not be able to use the mower. Are your suggesting I put clean fuel in and try again.

Yes, do you mean it spins fine but won't start or will not crank, as in turn. If it spins freely try a little fuel down the throat of the carb with air filter removed.
