My 2 week old babies cord has fallen off about a week ago but her belly button keeps bleeding is this normal ?

It is neither normal nor is it abnormal Tracy. You should contact your pediatrician regarding this as it will most likely take a physical exam to determine if there is anything to be concerned about.
