I am wondering if there are theft charges for under 1000.00 or even 500.00? If someone was charged for theft and the items value was 280.00 why would they be charged with theft under 5000.00?

There is usually two classes of theft, petit larceny (misdemeanor) or grand (felony) theft. Depending on the jurisdiction (where you reside) , the dollar amount of the item(s) is the difference. This is usually set by state law or the local jurisdiction. Since the item was $ 280 (therefore below $5000), that's the statute that applies.

It is just the way the law is written, nomally the level of punishment will vary as to the amount stolen. Also remember this charge is either your nations charge ( i.e. canada) or you state charge, the name of the charge and the amount is often a lot different, for example a minor theft in GA is called criminal trespass ( even if there was not tresspas( it is just the name they call it.
