Hi, I would like to open a babysitters agency do I need a special licence/permit?

Are you going to be the only person doing the sitting, or will you be providing sitters.
If so there will be a lot of laws, including doing background searches to be sure no one is a sex offender prior to allowing them to sit.
And it can depend on the state,
I will assume this is for them to "sit" at the customers location, if you are going to have the children in your business building, you run into books of laws and rules under the dept of health, and normally Family and childrend servcies

Not sure what you mean by "babysittes agency." Please explain. Are you going to be hiring babysitters and then placing them in homes or elsewhere when you get calls for people wanting a babysitter?
Maybe you are speaking about a operating a daycare out of your home? If so, around where I live you do not need a license to operate a daycare out of your home. In either case, licensed or not, there are laws governing how many children you can take care of in relation to how many adults are taking care of the children.
It would be helpful to know where you live in order to more properly answer your question.
