I have a red maple tree I want to cut about 7 roots off about the size of 3 inchs which are about 7 inchs below my lawn.Will I damage the tree.

Sounds like you are going to whack off quite a bit. It will be much better for the tree if you remove some of the branches too. Be a good time to cut it back from the house or any limbs growing toward a power line. Don't ''top'' it. Making a square cut between side branches isn't good. Instead, make a slanting cut just after a side branch. That way you won't get the witches broom of suckers on the stub.
