Before the Iran Revolution the Shah embarked on a nation wide modernization project .
It was called the 'White Revolution . It began in 1963 and continued until he was ousted . Taking advantage of higher oil prices he invested heavily on the countries infrastructure.
Admittedly the reforms were uneven and bases on a top down state directed central planning economy. That led to discontent ;especially from the clergy who strongly resisted his attempt to westernize the culture.

After the revolution the infrastructure evidently took a back seat to spreading the revolution .

The Shah built dams around Tehran to provide the city with hydroelectric power and a reliable source of water .

But the rivers that feed the dams are running dry .

There are now about 15 million people in the city that depend on a water supply that has essentially run dry .

President Masoud Pezeshkian is proposing moving the capitol of the nation from Tehran in the northern mountains south to the Indian Ocean,

The reservoirs that the capital depends on for water are now at only 5% of their reserve capacity
