The answer is probably yes .
Once it became clear that he was in line for his current position ;the Clueless Joe FBI ran a sting on him . According to reports that are allegedly on tape ;he was offered a bag that had $50,000 in cash . In exchange he would help the agents ;disguised as businessmen ,in gaining future government contracts ,

This week the FBI ended it's investigation . The explanation for ending the probe is vague and lame

This matter originated under the previous administration and was subjected to a full review by FBI agents and Justice Department prosecutors. They found no credible evidence of any criminal wrongdoing. The Department’s resources must remain focused on real threats to the American people, not baseless investigations. As a result, the investigation has been closed.

Does in reach a level of criminal activity ? Probably not. At the time of the exchange he was a private citizen .Some of his activities were as a consultant. Even if he was in government ;SCOTUS set a very high bar .

Although it may be corrupt ; but officials accepting bribes does not violate Federal law.
SCOTUS gave recommendations to Congress to change the law.

They also reversed the conviction of former Virginia Gov. Bob McDonnell in 2016.

Yes Congress should pick up the mantle by investigating the incident and making needed reforms . It is not good that public officials get a pass on corruption.
