if you want to go into IE tools and internet options and select allow active x I believe, haven't used IE in a long time. But see allowing it leaves you naked of sorts to attacks because active x will basically sometimes allow some wicked stuff to get in. when that bar pops up of course you can just click it to allow it, but I ask you to try out Firefox and drop IE.

It depends on WHAT you want to download. Most programs offered for downloaded are zip files and should cause no problems. An ActiveX control is not really a program you are downloading but something your browser is trying to run (it needs to download it first). Unless you trust the site I would NOT download ActiveX controls.

You can change your Security settings to allow them to d/l after asking permission. You can also add trusted sites to your trusted zone which has a lower security setting.
