Current location will be within proposed driveway widening. Can the clean out pipe be angled laterally outside the proposed driveway?

I see no reason that a cleanout can not be relocated as needed to allow widening of a driveway. Of course, every town/city is different so you never know. I'd check with your local plumbing inspector just to be sure they don't want to have a permit pulled and an inspection of the work.
