I am not sure how you have come by a 3 week old puppy. A 3 week old puppy belongs with its mother under the care of somebody that if not experienced, is well read. I don't have the knowledge to help. I think as the in the first answer, you must take the puppy to the vet.
Those that have not educated themselves, should not be breeding dogs or even keeping intact ones.

I have the 3week old pup that I found in a trash can from in front of my home I took it to the vet and the pup is fine thank god for that the vet told me 2 keep feeding him the new-born milk and that's what I'm doing I don't really now who's pup it is but maybe they thought it was dead but it was not very nice 2 throw any animal's out like that I did called the police but they didn't do much but thanks anyway 4 helping you was kind:)

Take her to the vet, a friend of mine told me that worm medicine from the store is not always safe to give your puppy, especially since it is so young. Try getting the puppy some Pedialite tonight so it doesn't get dehydrated and get it to the Vet ASAP!

Thank you for rescuing that puppy. I would keep in touch with the vet. I don't know if you can save it or not. As I indicated in my first answer, puppies shouldn't be treated that way. It really upsets me the way so many people abuse dogs. I answer more dog questions on another site than here, and lately there has been a flood of questions from people that don't have a clue of the responsibilities of owning a dog. Suddenly they have a litter they don't know how to care for. Then caring people like you, try to do what they can. Often people that shouldn't be breeding dogs try to makeup for shirking their responsibilities by posting questions to the web.
You have an uphill fight. I don't know of any place of the web that has the info you need. You might check your library for a book. Even an old, poorly written one will be better than nothing.
We also have some vet techs here that give good answers to medical questions.
