Should there be water in pressure tank?

Yes, water should be in pressure tank... see image above. Water should NOT come out of the shrader valve on top of the tank for the two systems on the right of the diagram. If water comes out the shrader valve on top then the diaphragm is burst and the tank needs to be replaced. If water comes out of the pressure tank as shown on the left of the diagram then the tank is water logged and should be drained and refilled to restore the tank. This tank set up would also need to be pressurized using air to an appropriate pressure for your system.

If you are talking about a hydronic EXPANSION TANK then water should be in the tank but water should NOT come out of the shrader valve at the bottom of the tank

That is assuming you are speaking of a pressure tank for water as opposed to a tank for air only.

There will be some accumulated condensation inside air pressure tank. Thus the "drain valve". Manufacturer suggests that you drain air tank at given time intervals to prevent rusting of the interior of the tank
