There is a law firm in Milwaukee Wisconsin that does adoptions for free. I don't know the firm's name but at least it's a place to start.

Sure. They're called "Foster Care, especially of an older and/or special needs child"
You want an infant, especially in the US, and you're going to pay for it.
At the very least, you'll be paying all court fees, and all or most of the prenatal medical bills, plus hospital bills, and probably counseling for the birthparents.
You might try for a private adoption, but most of the time they are MORE expensive.

When you say older child are we talking like 6,7 or older.
And when you say this adoption is free do you mean it cost nothing except to drive there and pick up the child?

You'd have to contact your local Foster Care agency for what kind of children are looking for homes. Not all of them are adoptable--some are just in need of homes until their parents straighten out their own lives. But many are, and would love to have people that they could call their own family. Most children under 7 tend to get adopted faster than children older than that... a 10-14 year old will, many times, end up stuck in the system and never have a permanent home.
There is no such thing as a "free adoption" That doesn't even happen with animals! "Free" in this case probably means that they aren't charging the legal fees. You'd probably still have to pay court fees, medical costs, etc.
You can't even give birth to your own child for free.

I know a couple who adopted three healthy newborns in two years through their county foster care system ( they live in N. California).. they brought them home In Dec. 04, Dec. 05, and Dec 06. The oldest and youngest are bio-siblings. It cost nothing, and in fact they receive a subsidy from the state yearly for each child. Some women do not make any kind of adoption plan during pregnancy, they only state their decision to relinquish once at the hospital.
I do not believe this is the norm, but it is certainly possible. Check with your county on their foster-to-adopt programs, some allow you to choose only children who are cleared to be adopted immediately.
DS's first mom found us through a friend of a friend, and we only paid standard legal fees (under 6000 for three attorneys; 1 in our state 1 in his birth state for us, and the bmoms attorney) plus the homestudy fee, and travel expenses. Bmom expenses were very low, a few months rent. All told we spent less than 10K.
