There is no AC present at blue and white fan light connections. Any help would be appreciated.

Was the fan working properly before or is this a new installation?

How is the light supposed to be controlled:

Wall switch, pull switch on the fan or a remote unit?

Depends how the house wiring is arranged. Do you have 1 or 2 wall switches? If 1 switch, the blue connects to, most likely, a black wire in the ceiling box. With 2 switches, blue goes to red. If you drop the ceiling cover for the fan you should see how they are connected.
