Cpa I went to hasn't sent me tax information. Called her servk times and still no response. When I check statis there's no record of my 2016 tax return

By law, the CPA (or any other tax professional) is required to provide you a copy of the tax return.

Further, the CPA is required by the IRS to file the return electronically if it can be so efiled.

It seems likely that your CPA has not done the job, so you might want to get it done by another tax professional. Before doing so, call the IRS (and the state) to confirm no return has been filed, then report the CPA to both for failing to file the return. This assumes you have authorized her in writing to efile the returns.
