We live in an old apt house. We have asked this question to our manager with no response. Should we be concerned about a sewer smell when we turn on the faucets in the bathroom or kitchen? Also, we had an overflow of the toilet after flushing... with an extreme sewer odor.

Just running water should have no smell, the smell does not come out with the water.

It would come out of the drain. If the sinks all have traps, and they have water in them, that keeps the gases and smells from coming back into the house.

If your toilet is backing up when you flush, (but the other lines do not) there may be blockage in or within the pipes near the toilet.
