I think the cartoon is from 1990s (could be older, but definitelly older than 2005).
So, the cartoon is about little boy (I think his name was Jato, something like that... ) and girl. They were eskimos, somewhere from Asia. Their mum was taken by the evil snow witch. They saved her in the end and the witch melted, and the grass was green again.
Here are some more details:
-I remember there was a scene where the girl had to cut off some of her hair in order to achieve something (she had a pigtail, black hair).
-Also, there was scene where they shot a couple of arrows one on another so that they can walk on them (because there was a gap between the place they were standing on and the one they were trying to reach).
-I think a little dog was in the cartoon with them too.
P.S.: the cartoon is not The Snow Queen (1957).
