Water pipes are frozen but not broken, will be below freezing for next 5 days, can I shut my water off at the city water main with a key, will this help minimize damage? Thanks too all

The city can, but they won't, I am sure, and it won't help. You need to unfreeze the pipes now, TONIGHT, not later. Heating pads and hair dryers after opening all faucets a little, and running around checking for any burst pipes you didn't notice.

It depends on where you at at, where I live (and anywhere I have lived) you can shut off your own meter valve. I would assume that is why you own the tool to do it.

I can do it at the curb, I've done it before to do wok on my main shutoff gate valve inside. Used crescent wrench did'nt even need a special wrench because it was square. But it might vary different places.

Many new installs use a magnetic lock curb box. When they shut off your water, you need a special magnet key to open the box. If your cover just lifts off, You many be able to use a crescent wrench. I have a curb box wrench. Home Depot sells them.
