We are building a new house. The builder is drilling holes in poured concrete basement walls for utility access hoes. Is that standard, or is it better to put PVC pipe in for utility access holes in basement? I am worried about cracks in basement from drilling. Thank you!

Core drill or Hammer drill?
I have no idea what kind of drill. I'm the homeowner, not the builder and don't know very much about construction. Just wondering if the builder drilling into the wall is going to create or has the potential to create cracks? Should they have put PVC pipe through wall for utilities to go through to avoid having to drill at all? Thank you!

Concrete in high rise commercial construction is core drilled all the time... in fact its common everywhere. It impossible to plan for every possible need for the life of the structure.

I routinely drill holes in concrete, brick and block with a large impact drill. A wet core drill would be better but quite honestly, this should have been done with PVC casing before the pour.
