The water in My toilet has been rising to the top and going down slow. I have snaked it and nothing came out. When plunged it does the same thing.

You need a much longer snake

If nothing else is slow draining, You may take the toilet out and run a larger snake though the pipe, and then when toilet is out, inspect the "trap" from the bottom side to see if any large object is trapped there.

If the water goes up immediately after you flush, than the clog is within the toilet bowl.

Try the best tool in the world: plunger. Plunge it hard, many times. Flush. And repeat.

If plunger won't clear it, buy 5' auger from Home Depot - a tool every homeowner should own. Insert auger into the toilet and move it in 'n' out while rotating it.

Let me know how it went
