I started to take out the bolt that holds the handle to see if I can find some kind of handle that would work but stopped as I was afraid the part that holds the cord would move and I would not be able to get it back in place in the pipe. Please advise how to replace the broken handle.

Based on my interpenetration of instructions you should be able to remove two screws and pull out entire mechanism and rope.
