Following the recession years of 2007/2009, California faced a big drop in state taxes and responded with fiscal policies (it shut down state parks, increased tuition and fees in State and Community Colleges, laid off workers, and postponed projects). Some have argued that the State should have increased taxes on the rich and big business (fiscal policy). Others, have argued that the State should have sold bonds (monetary policy).
a. What do think would have been the best (of the three possibilities)?

The best help is to lookup the root causes of the 2007 recession, and what was ACTUALLY done about it.

John, you didn't ask for help here, you asked for someone to complete the works, which, as Smoothy mentioned, is against the rules of the site. We'd be happy to help if you would show some work and ask a specific question about something you tried to work out but didn't understand.

The correct answer, will really depend on what social and political view point the teacher and the text book is teaching from.

All of them can and would be right from a different view point.

So you will need to determine, if you must answer the teacher from the teachers view point, or are you free to answer from your own opinion.

I can prove (or disprove) each of those with sound teachings and beliefs depending on a view piont.

That appears to be what your teacher wants.
