Does my vibrate upon acceleration above 45mpr but stops when letting off gas is it because I'm missing balancing belt

If it's missing the timing belt, the engine won't run. It must be some other belt.

You mention timing belt and then balancing belt. As noted, the car will not run without a timing belt. There is a balancing shaft but it is internal and not connected to a belt. AC belt? Show us a picture of where the belt is missing.
