Can PVC pipe be used for potable water from the water meter to the home input?

Yes. PVC cannot be used for hot water so CPVC is normally used for distribution in a residence.
Polyethylene (black plastic) is often used by the plumber simply because it is cheaper.

Yes you can use it but most places now use PEX or Polyethylene. If you use PVC, make sure it is at least Schedule 40 and not sprinkler pipe.
