I keep looking at girls and smiling but I never made friends.
I wanted to know how to make that first move? I also want a girlfriend and I am so bored in my life with out a girl tired paying BPage for friends,.

If you never make friends than you are even farther from making a girlfriend. You don't jump from never having ridden in a car to Racing at The Indianapolis 500.

Work on making regular friendships with girls... then eventually one will rise above the rest. You have to learn how to walk before you can run.

At school or work, or at some social activity you do, you stop looking, and just start talking.

Start with say something like "hi" while you are smiling. Learn to talk and socialize... girls love to talk.........and socialize.

Say Hi! Start the conversation. Let them know about your stares: like "You look beautiful today"
And go somewhere out together, buy her foods.
But... first, learn how to make friends, not girlfriends ^__^

Approach girls in slow stages.
Walk by saying Hi with a smile, and keep walking. If they don't respond with more than a mumble, they don't want to get to know you.
After days/weeks of that, pause just slightly without blocking her path, and add a little comment (NO, do NOT say you look beautiful today, not yet).
Comments should be general, like the weather, not personal. After a few of those, you can say something about something she's wearing - nice jacket, like that color.
Each time you say more, you gauge her response! She will let you know in tiny ways - a smile, a longer pause in the hall, a comment - whether or not she wants to continue.
That's how it works!

I used to just ask random girls out, at the store, shopping, and so on. (when I was single and wanted to date) I had to ask about 5 or 6 to get one to go out, and then many did not work out for long term, but I meet people, dated and had a good time.
