I just installed a programmable light switch for my front porch lights. The actual switch clicks rhythmically and the lights blink on and off at the same rate. No issues when the switch is turned off.

Sounds more like a operator or programming problem than an electrical problem.
Post installation and programming instructions.

Voltage, wiring, wrong bulbs? Could be anything. Share more information.
