So, I'm really worried about my friend.. We live in Arizona, he is 16, and he just got this Girlfriend from Wisconsin, they are long distant. But I'm worried he may get in trouble about some things he does... He told me they DO NOT send dirty pictures to each other, but they do "Sexual Role play" in normal Text Messages. He says they delete their messages when done, and there are no pics at all. And his girlfriend is 15 years old. I just want to help him out and avoid any legal problems, because last year another friend of ours WAS sexting, and he got in trouble for child pornography.. But my friend claims its all right if they do dirty role playing, as long as there are no pictures sent. I asked him to stop doing dirty role plays with his girlfriend until I see if its all right for him to just Text dirty or not.
So, I don't really know where to ask this question, so I am asking here, for my friends sake. I don't want him in trouble like our other friend.

My friends wants me to include something, which I find inappropriate. He wants to know if his girlfriend was wearing Panties and a Bra, is it within legal bounds for pictures? He says "I dont want her naked, but i want to see her in panties." his words exact.

Simple rule of thumb, Do NOT use text messages in this manner until BOTH parties are over 18.
As Minors they can end up in serious trouble.

The minute they start exchanging picture of this kind someone can say its pornography of underaged people. It's inappropriate and illegal. Did you tell him of your other friend who got in trouble for this?

My own rule of thumb for good behavior is if it would make your parents mad, it's not a good idea.

They both can get into trouble, at this point there is state law, and also Federal Law, since they are in different states (could be used)

They need just to stop.

Laws on this are evolving. So I can't say what laws they might be breaking. But new laws are being written and prosecutors are getting creative in applying existing laws like contributing to the delinquency of a minor. Since they are both underage, I think the biggest worry would be the texts getting out. Yes, they delete them, but they could be intercepted, hacked or if they break up, his girlfriend might reveal them to get back at him.

And how does he know this is really a 15 yr old girl from Wisconsin? It could be a 40 yr old man getting his jollies.

As others have noted, this is inappropriate behavior at their ages.

OP sets out a very important distinction. There are no pictures of minors, thus they couldn't be prosecuted for transmission of child pornography. Thus it is probably not a good idea for various ways, but not a crime.
