I'm in the process of rewiring a house that has had little updates done since 1955. The original panel that I want to replace has a drain pipe run in front of it all the way to the sewer. I'd prefer to not run it on the foundation wall on the right of this picture because it's full of gas lines and it would have to be located right between the furnace and the septic tank.

I think the best solution would be to build replace the old wall that's on the left of the attached image with a new wall that's up to code. Then I want to mount the new electrical panel on the inside of this new wall I build, ensuring while ensuring proper clearance of 36 x 30" in front of the panel along with 30" above and the 6.5' height.

Is this solution acceptable and will it pass inspection? Is there a better solution?

To begin with, that plumbing (drain pipes) have to go. By code, the electrical panelboard has to be accessible. Who ever put those drain pipes in front of the panelboard needs to move them.

Next, you need to check with the utility company about moving the panelboard. The panelboard has to be in a position as close as possible to the entry point of the service cables. Next, you need to use the proper cables to allow the connection of the service cables and shield them for the run to the new position. Any conductors that do not reach the new position will have to be properly spliced and placed in a box.

The real solution would be to get that plumbing corrected. It is a code violation and any any licensed plumber should have know that!

I understand what you're saying but this house was built in 1955 so the electrical code and plumbing code are grandfathered in. That being said, I want to build a new wall for the panel entirely to fix the problem. Moving the plumbing is not an option because of how my septic system is set up so moving the electrical is the answer considering that it needs to be updated anyway.

Are you planning to build a new wall in front of the plumbing, then move the panel forward?
That is an acceptable solution and I understand why you are dong it. Unfortunately all the wires must be extended /replaced to do so, and if the existing panel is prohibitive... or should I say not accessible, it can't be used as a junction box. Your inspector needs to be involved in this right now to avoid surprises down the line.
If the local or county inspector allows you to use the existing panel as a junction box you should be able to install the new panel without any issue.
