She's recently deceased so try an online search for obituaries. They usually mention that and if she has any brothers surviving her...(sisters would usually be spelled out with their married names) you then have her maiden name in most cases. If she was an only child they still usually give the parents names even if deceased as well..
That's a common practice in the USA anyway.

Try to find out where she was buried from (xyz funeral home) and then look up that place. They commonly list the maiden name.

Why do you need the information? Why will your sister-in-law (your spouse's sibling or married to one of your spouse's siblings) not give you the information?
Ask your spouse?
Ask another family member?

How about your wedding license? Mine has my maiden name, my mother's and my mother in law's.
