How do I fix this problem?

You need to find the problem. What have you done? Have you checked the circuits? (check the breaker or fuse box?) What happened, or did something happen right before this? Do you know if the lights are all on their own separate circuit?
First step, see if anything is wrong at the breaker box. Check the wires going to the breakers. If there was some event, could it have made all the bulbs bad?

It is very possible that the problem is with the utility feed into the home, If you do not have a meter or do not have any experience with electrical work, I would start bu contacting the utility company and have them verify that the feed into your electrical panel is correct.
If it is then I suggest you call a licensed electrical to fix the problem.

If you are competent enough... find your main breaker and reset it.(all the way off and all the way on)
If that doesn't fix it, call your utility company. No reason to go to extremes until you find out what the problem is.

Guys, it is highly unlikely that this is a utility problem. Houses are not wired so that the lighting is on one half of the service and receptacles on the other. You'd have to go way out of your way to wire it that way.
Personally I think a bunch of lights are out and the OP just thinks it's all the lights. Or maybe it's an old house and all the lights on one floor really are on one circuit and that one circuit tripped.
Either way, until the OP comes back with more details, to fill in the complete lack of in the original post, it's all guess work.
