I replaced a ta-10 valve stem but when I turned on the water supply ,the water would not completely shut off(the water was running cold) unless I forced the stem to turn further until the water stopped flowing.are there any adjustments I can make to not have to crank the stem so hard to get it to fully shut off.

When you tightened the stem cap was the valve open or closed?

You have a Symmons valve there. When you replace the TA-10 stem on this valve you almost always have to change the HOT and COLD SEATS (comes as a Kit #TA-4). Here, the specification on the newer replacement stem has changed just slightly and it is Symmons themselves that REQUIRE the seat change out. Further, you'll need the SEAT REMOVAL TOOL KIT (part # TA-35 A/B). This is all a bit of a pain, for sure, but once finished, you will have almost completely rebuilt this valve and should be good to go for decades!!
