My MTD Gold riding mower will not engage blade the lever has tension but nothing I can see moves to engage the belt any suggestions?

Have a MTD Gold riding lawn mower, the blades will not engage, the lever has tension but nothing goes to the belts. Can anyone give me advice what to look for or at?
