Can an ex-felon travel to canada? Or can he get married and live with his wife in canada?

If he can find someone willing to marry him, sure.
... and live with his wife in canada?
As indicated, he probably can't travel there, so how would he be able to live with his wife there?

You will have to apply for permission to travel. It is doubtful you will be allowed to go into Canada.

You can apply for a wavier but if he has a lot of convictions then it's going to be a long shot. Speak to an immgaration lawyer in Canada.

Visit? no. You need to be pardoned of your conviction before you can come into Canada. As for moving after marriage... I am not sure on that one, you would need to call either a lawyer who is conversant on this subject or the government of Canada to see what their rules are. You could be eligible, but I know that we've (I'm Canadian) been making it harder for convicted criminals to get into Canada. You're (soon to be?) wife might be living down in the states instead.
