I want to take a trip with my little brother and I wanted to go on a cruise but was told I cannot have a passport or leav the country with a felony. Then someone also told me that I can go to amsterdam even though I am supposedly not allowed top leave the country. Thank you for you're help.

Part of this will depend on where you live. If you live in the US, of course you can get a passport, that is just a form of national ID. It is the visa and permission to enter other nations, that you can not do. There is a limited list of places you can visit with a felony record. You will need to contact the embassy for the nation you wish to visit and see what their rules currently are. Also depending sometimes on the type of felony and how old.
