HI I was wondering if anyone could help I have a 11 month old Springer Spaniel who has always eaten all his food until recently. I have not changed his food or given him treats he eats about half of it and then leaves it. I have also noticed that he is not content to just eat his food he is much slower and walks in and out of the room eating a bit at a time. I would appreciate any advice

At 11 months old he has largely completed his growth and needs less food. More so, if you have continued puppy chow. Many dogs refuse to eat more than they need.
Your dog definitely should be narrower at the waist than the hips and chest.

Try putting down about what he is eating for 15 minutes. Take up whatever he doesn't eat and do not offer more food until the next scheduled meal. Cut back until he eats it all. Monitor his body condition. Come back for more help if his weight drops below the above guide.
