Why is it when I record a dvd, the sound is too low in spite of the fact that the TV was on very loud.

Are we talking about a standalong dvd recorder? Or a PC DVD-burner?

Standard audio signals which are output from RCA jacks, red and white jacks, are called "line-level outputs". These are in the range of 0.3 to 1 Vrms.

The DVD should be recorded with the same 0.3 to 1Vrms level. When the DVD is played, the tv's built-in amplifier will increase the signal to the volume level setting.

If it's a DVD recorder, what are you recording from? Cable box? How do you have the recorder hooked up?

Take the same connections to your dvd recorder, and connect it to the TV instead. Is the volume level acceptable? If it is, then the dvd recorder inputs may have a problem, or perhaps a setting needs to be changed within the recorder.

The quality of your blank disc(s) may be a factor as well in addition to your connections mentioned above.
