If sentence is deferred and conditions are.completed are u still considered a.felon

No, as long as you have the final paperwork. It may say 'dismissal' but it isn't a dismissal of the case. You don't have to say felon on a job application.
To have the record sealed from all except police and courts, you have to file a motion and wait 5 years. There is a fee for this. So meanwhile you will show up on a background check. And there can be problems after you get it sealed, because background check companies are often too cheap to get fresh data.
[I see now that you are talking about your roommate. Be as polite as you possibly can be while asking if you can help her get a copy of her papers at the courthouse, and will that mean that you can stay.]

Yes and no, it will depend on who is doing the meaning, and what it is for.
The crime will still show up on police and court data bases, and can effect things like first offender programs, probation and other things within the criminal justice system.
