Dear Sir/Madam,
Since I was not able to pay my tuition, my F-1status was terminated in September 2013. As a result, I am in removalproceedings under section 240 of the Immigration and Nationality Act and myImmigration court hearing was scheduled for November 29, 2019.
Also, I applied for Asylum (form I-589) in July 2012and my application was denied by USCIS. I realize that I have a right topresent my case at the Immigration court.
At the moment I have a question: can I submit I-589to the Immigration court now or do I have to wait until November 29, 2019?
Also, before I have submitted I-589, can I be stoppedand detained at the internal border patrol stations near the border (I plan tovisit Arizona and New Mexico) - I haveofficial document of my scheduled court hearing.

I have cleaned up you post to make it easier to read. I don't have much immigration expertise, so this will have to wait for someone more knowledgeable to answer.
