Hi Judy
Yes, all fixtures require a vent of some kind. In some states you can install a mechanical vent (cheap and easy to install)... also called an AAV. In other states you are required to install an individual vent and connect it into another vent (usually the toilet vent), or you may be able to WET VENT the shower using the bathroom sink vent.

Not sure whether you asked about plumbing vent or air vent. Mark gave you answer concerning plumbing (drain) venting.
As far as air (or steam / hot air ) vent goes - yes, shower stall should have a vent to remove steam to the exterior of the house - or there should be an operable window in the bathroom. Shower steam (air) vent should be "UL" wet location approved and doesn't have be installed inside a shower stall itself. It can be outside the stall on the wall or ceiling.
