I just moved into this place about 7 weeks ago. The toilet wouldn't flush and my landlady sent an unlicensed so called plumber out and he said toilet paper clogged the drain. She is trying to get me to pay the $350.00 bill. Could toilet paper have built up from the previous tenants and I'm getting blamed for it? I did not see the toilet paper or anything he pulled out.

If the toilet would not flush after 7 weeks then the problem may be on your end. Make sure you put TP down the toilet only. No Kleenex, Q-tips, feminine products, make up wipes, baby wipes or paper towel.

If the toilet was not flushing properly since the day one then it is existing problem and you should not be responsible for the cleaning charge. Hope you've complained since the day one.

As far as the toilet cleaning charges go - in my area, you can get toilet blockage cleaned for around $100.00 by a licensed professional. Call few plumbers in your area and asked them how much they would charge for such service. That will give you better idea what the true cost is. Then, argue it with the Owner.

Hard to blame a clogged toilet on a previous tenant after 7 weeks, unless you have been complaining to the landlord for at least that long about it.
