My daughter was born in 2005 my child was 2 months when my fiancé and I met. She is now 9 and we want to add my fiancé to her BC. I live in Kissimmee and she was born in tampa. Can I go to any health dept and what else do I need to do
You cannot name him as the biological father on a birth certificate because he is not the biological father. He will have to adopt her after you are married for a period and the biological father terminates his paternal rights.

If the fiancé becomes OP's husband, and he adopts the child, the BC can then be amended to show him as the father.

This is called adoption. After you get married (most states require marriage for a minimum of 6 months for a step parent adoption) he can then petition in Family Court to adopt.
I find in interesting that he is willing to adopt your daughter, yet after knowing you for 9 years you have yet to marry.
In any case, the court will require that you obtain the bio father's agreement to the adoption or, at least, make a good faith effort to obtain it. You really need an attorney to advise you on the right way to do this.
