We are trying to find an adapter cord to plug into a home clothes dryer plug (3 prong 220 v) that will reduce the power down to 30 amp and regular 3 prong heavy duty extension cord. It is to safely enable us to convert an unused dryer outlet in the garage to 110 so we can use the 110 to run power to an RV in the driveway.. (visiting friends).

Is it possible to buy something that will work or does the 220 v power source have to be adapted.. if so, how is that done.? Help, guests are arriving soon.

There is not such device.
If you have a receptacle for a 3-prong dryer plug that means you have two hot wires and a ground but no neutral at the receptacle box. If you had a receptacle for a 4-prong plug, that would mean you have two hots, an neutral and a ground at the receptacle box.
If you had a receptacle for a 4-prong plug it could be removed and replaced with a 30 amp receptacle, using one hot and the neutral. A 120 volt line requires a neutral.

Time to call electrician.

No adapter as was explained. However, most dryers operate on a 2 pole 240 volt, 30 Amp circuit to begin with.

If you have a receptacle for a 3-prong dryer plug that means you have two hot wires and a ground but no neutral at the receptacle box.This is not correct and never has been.
An older three prong dryer circuit and receptacle has two hots and a neutral, but no ground. The neutral also serves as the ground, not the other way around.

Help, guests are arriving soon.As stated, you cannot use this three prong dryer receptacle for your RV. If it were four prong you could make up a makeshift adapter using one hot the neutral and ground to give you a 30A/120V TT30 travel trailer receptacle.
As suggested, an electrician can decipher what you have to determine if it can be used.
