It's a movie with a girl who works as a dispatcher. She gets a call and it's from a little girl, the little girl starts saying the lullaby"starlight star bright" and says "what do you wish for" I wish it wasn't so dark in here" I can't figure out this movie and it's been almost a year since I've been trying to figure it out. Help. I'm pretty sure there's a guy with a tattoo on his chest in the movie who has a big part in the little girls dissapearence .
