I live in WA. I was convicted of (pled guilty to) a non-violent, non-drug-related felony in 1993. Part of that was restitution. I had difficulty paying it, partially because of the felony preventing me from working. In 2003, I received a phone call from what I thought was the county clerk, offering to settle the case for $450. To make a long story short, I found out it was a scam when I started looking in to getting my record expunged in 2012, having been denied a job because of the felony. I found out I still owed a little over $700 on the restitution. So I paid it. This made my discharge date 2012. I can't get my record expunged until 5 years after date of discharge, but I believed in good faith that it was discharged in 2003. Otherwise, I would have taken care of it before 2012. My question is this: Is it possible to have the date of discharge moved back so I can pursue expungement of my record?
