No water flowing into the toilet - incoming cold supply is clear, no water flowing through small pipe to refill tube is clear, so the blockage is between the two... how can I fix this - cannot dismantle...

No water flowing into the toilet
Does that mean there there is no water coming into the toilet tank?
- incoming cold supply is clear
Does that mean the incoming supply line between the stop valve and the toilet tank is clear or does it mean the little black (usually) tube between the fill valve and the overflow pipe is clear?
no water flowing through small pipe to refill tube is clear
Again do you mean the little black tube between the fill valve and overflow pipe?
cannot dismantle.
What is it that you can not dismantle and why not?
Which type of fill valve do you have?

Hello Round Bay Girl,
If the supply line is OK you have problem with the fill valve or the small refill tube please respond to Hkstroud question and we tell you the next step, Thanks.
