I have a GE oven model number J TP70S P2SS. The unit is getting power as the interior light and the clock is working. The front panel buttons do not work. Is there a way to reset the unit.

The lights tell you there is at least 120 vac, you have to confirm you are getting 240 to the unit. Do you have a multimeter?
