For a decal number the house burned and was rebuilt I have no clue were to get the numbers I have the year make model and serial number is this not enough

Can you contact the manufacturer? This is the requirement from the lender. They can make any requirement they wish. You may have to talk to other lenders.

If you have the "year make model and serial number", you should be able to contact the manufacturer for that information, assuming the manufacturer is still in business. if not, contact the DMV.
