My home and 3 others are on the same water meter belonging to the local water company. We are in Union County, South Carolina. Recently, my landlord had a non licensed plumber to install 4 used sub water meters at each of the residences so she could begin requiring us to pay for our water. 1. Is it legal for a non licensed plumber to install these? 2. How can we be sure the used meters are reading accurately (calibrated?) 3. When one of my neighbors use their water, I have a loss of water pressure in my home. Does this mean backflow prevention needs to be installed at each of the sub meters?

What is a "sub" water meter? Local Plumbing code would determine need for a licensed plumber. 1.-Many locations require you do it to code but don't require a licensed plumber. 2.-You can't tell if they are reading correctly without calibration.3.-It means the supply pipe is too small when pressure drops.
