The fan is not turning and indoors it is blowing hot air

Check the breaker for the AC unit.

The furnace blows the air for the AC. So, if the fan on the AC isn't running, you're getting hot air from the furnace. I'm not saying that the furnace is lighting, but it's using the blower to circulate the air in the house, which is hot because the AC isn't working. To explain it completely would take more than I'm sure you want to hear.
So you're getting hot air because your AC is broken. You'll need to get someone to come out and check it. Could be any number of problems.
But, bitters is right. I'd check the breaker first before calling anyone. Easy fix if it's the breaker. :)

Is this an air conditioner or a heat pump?
I assume you mean the fan outside is not running. Is the compressor running? You should be able to hear it if it is. If compressor is running, take a small stick and reach in and spin the fan blade. Tell us if the fan starts running. If fan starts running, most likely you have a defective fan capacitor. Easy fix.
If compressor is not running pull disconnect and wait for a while. Compressor may have over heated and need to cool. After allowing compressor to cool, try turning the fan blade to get it fan started.
