My step-daughter is 32 years old. Her biological father disowned her when she was fourteen! She seems to have no adult man to help give her a sense of direction. I try but she isn't strong enough to follow through with things she starts.

If the individual to be adopted is an adult, the individual's consent is necessary before the court may enter an order of adoption, but consent by any other individual is not required.

Appears with her permission, you are good to go. Do you have her permission?

Not a legal answer but...how is adopting her going to give her a sense of direction? You will not be able to control her as she is a legal adult unless there is something you are not telling us.
